When the computer cannot take another install
Storage and system version are the two things that stop a desktop install, and neither applies in a browser. There is no download, no setup file, no entry added to the system and nothing to remove afterwards. A modern browser and a working connection are the requirements, which most machines already meet.
Zambia keeps UTC+2 all year with no seasonal change. The London session opens at 08:00 London time, which is 10:00 locally through the European winter and 09:00 once European clocks move forward, and the New York open follows at 15:00 or 14:00. Both fall inside the ordinary working day.
What the browser gives up is persistence: layouts and settings that a desktop terminal keeps on disk are not stored on the machine, which is precisely why the same session can be resumed on a different computer or a phone later. The interface language is chosen inside the platform rather than taken from the device, so a computer set up by someone else is not a barrier.
